I doubt Youngstown State would under report attendance figures. Something doesn't add up.

Later in the release they posted attendance for all of the schools and they listed the 2016 attendance numbers not the 2017. So yes those are fake numbers so to speak. Only the top 30 FCS schools listed have the correct attendance for 2017 and since USD was not in the top 30 schools, we have no idea what your attendance numbers actually are.
Go to GoYotes.com, click on Football, then Statistics, then 2017 Season, Cumulative Season Stats, and home attendance is one of the items on the Team Stats. stats.goyotes.com/custompages/sports/m-footbl/2017/teamcume.htm9,347 is USD's 2017 average, which is the highest in 10 years, and probably longer. 8,835 is USD's 2016 average, and you are right. The NCAA lists the 2016 numbers on the 2017 report. Hopefully somebody lets them know. It's not like the NCAA is an under-funded operation. They should get it right. Also, I couldn't get your links to work, but I think that it's because they are links to online PDFs. Just saying the info is easy to find, if you know where to look. I just edited out the snarky part.... Come to think of it, someone that's on Twitter may want to let Jeremy know his numbers are wrong.

He replied back to me that he was just using the numbers off the list put out by the NCAA for 2017. Right. NorcalJack was right, though. The "Top 30" from that report was the 2017 numbers, but the "listing by school" for all the schools was wrong. They used the 2016 numbers for some reason. Hopefully it will get corrected. I'll post what I find from the MVFC websites....

^^ SDSU has recorded much larger figures for the regular season, but took a hit based on playoff home games (they are part of the official numbers)
biggest attendance increases: YSU (+1,764) ILS (+1,284) USD (+512) UND (+484)
biggest attendance drops: UNI (-2,427) SDSU (-1,759) MSU (-1,702) WIU (-1,433)

So I guess we could say that SDSU plays games in an almost half empty stadium while USD plays in front of a near capacity crowd.
Yeah, yeah, I know, the Great Cow Pasture is a bigger stadium, but there is something to be said for playing in front of an intimate, electric environment, even if it is smaller.
