If the goal is to grow the program every type of fan and person should be considered whatever that means. I think we all agree that getting the attendance up should be the main priority. If people want to party before or during the game that is fine but the atmosphere outside isn't nearly as important as the atmosphere in the stands or just simply getting the people to the game.
Personally I would rather sit by people that are really into the game but not drunk people. Maybe that simply doesn't go hand in hand.

My 2 cents: everyone is right, but these things are not mutually exclusive.
Everyone who wants to be a part of the tailgate crowd should be able to be a part of it. Not tiny segments all over the place. We are talking about a small enough total number of people to get them all in the same general area - like "East" or "North". (Side note - I remember tailgating at at USC/UCLA game at USC a number of years ago where we took a cab from our tailgate to the Coliseum. We are not LA here...)
But there needs to be a area for the non-drinking crews too. We need families if we are going to fill the dome. And families are not as subject to being fair weather fans - it is a planned outing. Give them an area to run around with inflatables, games, basketball hoops, etc. Heck - let them play in SCSC.
I don't mind people having to park and walk a few blocks and essentially walk through a carnival atmosphere. If they come right before game time, they should have the worst parking spots. I think the vibe here is to utilize the space better, not to cater to one particular group (including HP donors).

I dare you to go see a game in Fargo. You'll pay for parking, walk a mile, deal with a tremendous amount of drunks, talk a lot of football, be given a lot of food, and find yourself seated in an atmosphere that feels comparable to any other big time event (except they light fireworks in there). If we can make gameday an event no matter what happens inside, we will be doing very good. The results of winning will only be amplified by that foundation. Go ahead and be a contrarion though. Fun is bad and should be condemned.
