We used to have a feature on this board called Karma Points. I've modified it and renamed it Reputation Points. I've enabled the feature and we can test it out for a while. If it's something we like we can keep it. If it becomes a problem I can shut it down again.
Feedback is appreciated. Post it here.

Sorry, I'm confused... what is this about? What are Karma/Reputation Points and how do we use this feature?

It is completely separate from "likes", right?

Yes. Likes is still around so you can like a post. You can also give somebody positive or negative reputation points. It's on the left hand side under your name and avatar. If there is a poster who consistently brings great takes, their rep points will increase as other posters give them positive reviews. Negative posts/reviews work in the opposite direction.
This is in testing stages, if we don't like it I can turn it off.

I will note, I just noticed it is not available in mobile view, so if you are in mobile mode you won't see this feature. It's only available in desktop.

A thought: Does the forum limit the number of times users can downvote a specific user? The function loses its effictiveness without limits. I think I've dropped 10 points in the past few days and I doubt I did anything to enrage the masses. Sure, I had my homer Carlton posts, but come on.

Checked my profile and can see that CF negatively voted on me 4 times in the last 17 minutes. Guessing he just hates realistic versions of reality.

It looks like I've given you 3 negative rep points since March 1. Your (completely rational) response to troll the board with the intent of giving me as much negative rep as possible validates my point.

The limit is that you have to wait one minute between giving a post a positive or negative rep. I did tinker with this limit in the beginning and had it set at 5 minutes but that interval was too long when I tried to positive rep two different people back-to-back, so I backed it down to one minute.
Keep in mind, the system does have its limitations. You have already figured out that you can get feedback as to who up or down voted you, so it isn't like somebody can anonymously down vote every one of your posts. There is some accountability in that.

Is there a way to restrict users who currently have a negative reputation points bank from giving rep points?
Also, can it be set up to only allow users to give reputation points after a certain number of posts have been achieved by that user.
If I'm micro managing you Yote53 you can tell me to get lost. I do really like the reputation points however and hope it continues.

If we are just spit-balling or brainstorming here, I'd say that it has been working well other than if someone has some kind of a vendetta, and is just piling on someone. Ways to prevent it might be extending the time between giving points, or preventing a poster from "voting" multiple times a day on a single other poster, if that is possible. Even if you were up-voting someone multiple times in a day, that seems excessive and unnecessary, too.

Like I said, the system is pretty basic and about the only thing I can adjust is the amount of time between positive or negative repping. It's currently set at 1 minute. I could lengthen the interval but I don't see how that will address what you guys are asking.
Just know this, if you positive or negative rep somebody that person will get a notification, so you are accountable for what you hand out.
