I think it's the right thing for the NCAA to do. Plenty of kids get screwed by coaching changes or find that their coach lied their way through the recruiting process. Why should they be stuck for 4 years or face a stiff penalty? Can we get rid of the grad transfer rule if this goes through? It's nothing but an over exploited loophole. Watch as mid major basketball and FCS football become farm teams for the power 5 conferences. I could see big program underclassmen "move down" if they don't get early playing time too, really turning this level into the minor leagues. It's unquestionably going to hurt the mid-majors though.

Coaching change happened to me before I even got to school my freshman year. I ended up transferring to USD and had to sit out a year. Didn't really think it was all that stiff a penalty I had to face. Still got to play three more years and I had five years to complete my degree. If I remember correctly at that time once you graduated you were done. Now you're still eligible and can work on a masters.

IMHO more opportunities and control for student-athletes is more better. Schools will just have to adjust the model.
The thing that makes the NCAA a minor-league (all divisions) is the stupid rules created by the NBA and NFL that limit adult athletes from participating there ("one and done" for NBA, for example). If a player is good enough to play pro out of HS, let them.
