Certainly not good news. I've heard that due to the state's budget situation, even though we have a good part of the money pledged and need this arena the SBOHE may still axe our proposal. Meaning, where before it was certain this would go through now feelings are it may not pass. Main reason, politics, the state gutted higher ed funding this year and wouldn't want to appear to be putting athletics over academics.
My 2 cents, these a**hats need to pull there heads out and let us move forward. We as supporters and fans of the U need to make ourselves heard with our votes next election.

There is probably more positive momentum on campus right now than there has been for a long-time - and all this despite decreased state funding for higher education and the resulting tuition increases. Improved athletic facilities will help keep the momentum going. If anybody has any contacts on the BOR, please do some arm twisting.

So, in summary, the BOR are standing in the way of making plans, accepting money from donors, and enacting the plans while costs are lower. In addition, I can't see why this would be much of a time-consuming agenda item. Ideally, it would look like this:
USD and SDSU ADs (people the BOR hired to do their jobs): "We'd like to explore upgrading the facilities on campus. These upgrades would be funded by private not public tax dollars. If we make plans now, the cost of construction will be smaller than if we waited. At a later date, you would still have the opportunity to approve/not approve these upgrades."
BOR: Umm....OK. Next item.

What happens when USD is ready to break ground a year from now and SDSU is still 10 years away from their project? I think that may be part of the problem.
To be fair, I think SDSU needs this and would start a phased construction process sooner than later because CAS is in pretty bad shape.
What happens when the State Fire Marshall deems the stands at CAS unsafe and they have to move a home game to Howard Wood? Or worse, what happens if there is an accident and somebody gets hurt due to some structure failure?

A quote from Warner that just struck a nerve with me....
"I did not want to be distracted by discussions of athletic facilities in that context. First things first."
See, there's the issue. The Board of Regents seems to think it serves this great purpose in this state when it comes to athletic involvement, when really, it serves no role. Remember when SDSU and USD had to go to the board for "approval" to move Division I? Complete crap, it was all for show, was it not?
And now with facilities projects, all the 2 schools are asking is for PERMISSION to form building committees. They're not asking the BOR to cut a check there and then. We all know SDSU and USD are already raising money on their own. And it's all private money anyway, separate from the general university budget.
What's the big deal, Board of Regents, get with the program.

Jack Warner is a big waste along with the BOR. They just like having the power to say this. They don't care about the state of education in South Dakota at all. The only higher they care about is if they can get a higher salary by being on the BOR long enough.

I read that quote as their top priority these last few sessions was to deal with the budget issues and that, in relation, athletics was just going to have to wait. I agree it would have taken a whole five minutes to give USD and SDSU permission to start raining money and putting together proposals, but then they would have to take the political heat that would go along with that.
I just find it amazing there are so many people in our state that don't want to fund anything education related, whether it's K-12, higher ed, or athletics and extra curricular activities. Opt outs fail to pass, 10% cuts to education. It's going to be hard on the kids of this state.

www.sdbor.edu/theboard/agenda/2011/documents/BOR0611U.pdfIf you scroll through this pdf you will find the 2015 Master plan for USD athletics. Some highlights. The arena will be located to the south of the Dome and seat 6,000. Dome seating capacity will go to 16,000. Proposed soccer/track facility will be located to the northwest of the softball complex, have a grandstand and pressbox with seating for 1,000 and a scoreboard. Proposed student housing will go south of the Dome/Arena complex (locate it just west of Coyote Village) I guess nickname it Coyote Village II, and the Wellness Center will expand to the south of the current building. Yes, I know it is just barely completed but if you've been there you know more space is immediately needed. Very popular building.
