Not sure why any SDSU fan would want to get in a COA discussion. The simple fact is that USD is ahead of SDSU in providing COA assistance.
Every full scholarship non basketball student athlete at USD will receive at a minimum $2,000 for 2016-17 vs $0 for similar individual at SDSU. Every full scholarship non basketball student athlete USD recruit for 2016-17 will receive $3,000 vs $0 for a similar individual at SDSU.
PS Why is the SDSU financial aid cost of attendance number of $6,798 so much greater than the $4,145 at USD? I have a couple of explanations, but they are more in the nature of smack and it is the day before Thanksgiving>

I would say the gap has narrowed considerably. You won this year, no excuses from me, but you weren't the better team that day. The two teams I saw play were dead even. Statistically USD was slightly better. But you won the game.
To answer your question would be speculative. But for discussion sake...soon.

Their meeting agenda is on line at www.sdbor.eduSDSU and USD both submitted a description of their current plans for COA and those submissions are accessible with the meeting agenda. USD's plan is longer and presents more detail than the SDSU submission but I encourage people to read the submissions. The detail in USD's report addresses cost estimates etc -- certainly critical information -- but provides no more information on how the money will be raised than SDSU's report. USD states its plan is to phase in COA over three years (compare the headline of the USD press release from a few weeks ago). USD's report makes clear it is seeking financial support from donors and corporate sponsors--the is no representation that the financing is firm yet. I think USD and SDSU are in the same boat right now--both schools are committed to making it work and neither school has a pot of money available to make it work right now so they're rolling up their sleeves and going to work raising money. Read the reports for yourself. They are informational reports to update the regents for its discussion item on the agenda.

Is this only allowed in FCS? FCS does have the 63 full scholarship limitation vs FBS 85.
